Sifu as Risk Officer

So I was just looking at the proposal to appoint Sifu as the new Risk Officer and I saw that he obviously voted in favor of the proposal. Should he be allowed to vote on this proposal, however?

SV is also an investor as a protocol so by protocol voting in snapshot is fine.
